2012 CAFA Awards

Professor S.B. (Shien-Biau) Woo, the Founding President of the 80-20 Initiative for Asian Pacific Americans (APAs) and the former Lt. Governor (1985-89) of Delaware, is a retired professor in physics at the University of Delaware and currently the President of the non-profit 80-20 Educational Foundation (EF). He has dedicated himself tirelessly over the years through the nonpartisan 80-20 Initiative to help winning equal opportunity and justice for all APAs with a SWING bloc vote, ideally directing 80% of our community's votes and financial resources to the presidential candidate endorsed by the 80-20, who better represents the interests of all APAs. More recently, through the 80-20 EF, he has focused his efforts to increase the community-wide awareness of the pervasive workplace discrimination against APAs and how to eliminate ultimately such discrimination with the proper political clout, such as the 80-20 voting bloc. He became an Independent in 2000 and pledged not to run for a political office or accept any government appointment for the rest of his life to assure his political neutrality.

He is listed in Who's Who in America. A life-sized picture of him is displayed in Smithsonian's National Museum of American History in Washington D.C. His was the Founding President of the Faculty Bargaining Unit at the University of Delaware, a Trustee of the University of Delaware, an Institute Fellow at the Institute of Politics, the Kennedy School of Government, Harvard University, and the National President of the Organization of Chinese Americans (OCA). Dr. Woo was born in Shanghai, China, and came to the United States from Hong Kong at the age of 18. He received his B.S., summa cum laude, in Mathematics and Physics from Georgetown College in Kentucky and his Ph.D. in Physics from Washington University in St. Louis in 1964. In 1966 he joined the faculty of the University of Delaware, where he became a professor of physics and astronomy until 2002. Married to Katy in 1963, they have two children, Chi I. and Chi Lan.

Service Award - Professor Yi Cheng

Dr. Yi Cheng obtained his B.S. in Electrical Engineering from National Taiwan University and his Sc.D. in Instrumentation from MIT in 1977. After working one year as a National Research Council Postdoctor at NASA Dryden Flight Research Center, and three years in electronic industry, he joined the faculty of the College of Engineering, Cal Poly Pomona in 1981, where he is currently Professor of Electrical and Computer Engineering. He has served as Department Chair from 1998 to 2002. During the period, he provided excellent leadership in revamping the academic programs and worked with the faculty to establish a BS degree program in Computer Engineering, the first new undergraduate engineering degree in Cal Poly Pomona which was fully accredited by Accreditation Board of Engineering and Technology (ABET) over the last thirty years.

Dr. Cheng's professional interests are in the applications of computer technology to solve real-world problems. He consulted for many companies, and designed numerous control and digital signal processing systems, including disk and tape control systems, the aircraft environmental control system, missile fin control system and fetal EKG filtering system. He also co-founded Peritronics Medical Systems, a clinical information system company.

Dr. Cheng served as Secretary (2008-2009), President-elect (2009-2010) and President (2010-2011) of Chinese American Faculty Association Southern California and currently is a board member, and Treasurer of CAFA Foundation.
